1. By February 1, two years prior to the conference, the board members suggest by email program chair candidates and provide a brief statement of support, explaining how the candidate could help advancing RSS.
2. By February 15, board members have voiced their support or concerns via the email list or in private to the president.
3. On February 15, the president presents a short list.  The board members vote for up to five candidates.
4. By March 1, based on the availability of the candidates the president announces the program chair to the board.
